As the system evolved with operational needs, there was no easy way to "draw a line in the sand" in performance measurement terms. The clearest indicator of success was the ability of a small core staff to manage, in the same timescale leading up to two events, an increase in workload:

• from 65 to over 120 suppliers
• from 2,500 inventoried items to over 4,500
• from 800 issued customer invitations to over 1,200
• from mailing lists of 3,500 to mailing lists of over 6,000 names
