Human-Centered Development
Human-centered development is a process that starts with users and their needs, rather than with technology.

How does one define the product? Study prospective users: Watch them as they go about their daily lives. Understand what role the proposed product will play. Find activities that are as close to possible to the one the product is intended to support. The goal is to understand the users' true needs, what they care about. Then compile, refine, and analyze the observations to determine what he product might be, what role it would play, what actions it should perform. Go beyond the problem that is given to develop solutions that truly meet the customers' [performers'] needs.
-Donald A. Norman (The Invisible Computer, pp. 185-6)
Human-centered development is necessary, but not sufficient for performance-centered design.
